Mitch Reis in his A Guide to Dating and Identifying Boy Scouts of America Badges, Uniforms & Insignia Third Edition  describes the Air Ace Medal as follows:

The ribbons on the earliest Air Scout Ace medals (1946-1947) had a vey wide light blue section and very thin red sections on the edges.  In 1948 it was changed so that the light blue section was almost the same size as the red sections.

One of these type two medals recently appeared on eBay.
