Section NE-2D 1986 Conclave Issues

conclaveSimilar to 1985, there were at least three items issued for the 1986 Section NE-2D Conclave.  Once again, there were two patches and a neckerchief.  The theme was Bound in Brotherhood, Tied Through Service.

First up is the red bordered pocket patch:

Can anyone provide the significance of each border color?

And the neckerchief:

Update December 2015:
I recently acquired a Section NE-2D 1986 Conclave Neckerchief with Yellow Piping. I had never seen this version before, the regular neckerchief is red with no piping. The piping is professionally sewn.

Matt wonders that while Ganeodiyo Lodge #417 was not part of this Section if the turtle on the neckerchief could have been for Ganeodiyo members who some times attended NE-2D Conclaves?
