At the Philadelphia TOR this past weekend, I was able to fill a couple of Northeast Region needs on my last walkabout before I had to leave on Friday evening.
One of them was the Northeast Region Chief issue from ArrowCorps5, while not easy to tell from the scan, it has a Silver Mylar Border.
Looks like my current needs include:

Can anyone confirm if their was a NE Region chief issue for the 2009 NOAC?
