Section NE-3B 2006 NOAC Jacket Patch
In addition to the 8 flaps (one from each of the 8 lodges in Section NE-3B) a JAcket PAtch was also issued. The jacket patch uses the common design, in this case each of the 8 lodges individual names appear on the signpost with the mileage from the Council Headquarters to NOAC. Now my question is this, the Blue Book convention would seem to be that since each lodge is separately mentioned and approved the design and issuance; this JP should have 8 BB designations (1 for each lodge). There is precedent for this in the following NYS issues with the three 1996 NOAC flaps from 64, 443 and 444 and in the chevron from 4(X6),24(X7),49(etc.),82, 112.
What are your thoughts?

On the flip side, another precedence exists which designates the item as NOT a lodge issue but instead a section issue. I believe there are 1-2 old Area II-G section pieces (neckerchiefs?) that were issued to members attending that years NOAC. The neckerchief (if memory serves me well) depicts each lodge’s totem and number but gives prominence to the section designation (similar to the NE-3B item being discussed). I would include the item only as a section piece.

I collect only one of the 8 lodges mentioned on the Jacket Patch that Section NE-3B issued. I would consider this to be an official patch from that one lodge and would collect it accordingly. Since, all 8 lodges are mentioned, and each lodge has agreed to this issueance, it would seem that the JP should be part of each lodges history. I know of one of the 8 lodges did not issue any other NOAC 2006 patches, and used the section items as their 2006 noac items . In fairness, I would not collect 8 JP’s if I were collecting all 8 of the NE 3B lodges . One would do, for budetary reasons.

I have at least one of the neckerchiefs from 2B for the 1973 NOAC in Santa Barbara. While it does contain lodge totems, there is no other reference to the lodges. To me that neckerchief is definitely a Section items YMMV.

Thanks for offering a picture of the item I referenced. You are indeed correct regarding no lodge number depicted. Would having the lodge name and number automatically make it a lodge item vs. a section item? I believe the real question(s) is/are…
Did each lodge have to vote to accept the backpatch design (in addition to the flap design) or was that simply a vote of the CoC?
Who benefited from the sale of the backpatches (section or lodge)?
How does this item (backpatch) differ from conclave pieces that depict lodge names and/or numbers (are conclave pieces that depict each of the lodge’s names/totems/numbers really lodge pieces?…..after all, lodges do issue conclave contingent items….how does that differ from a section item depicting each lodge?
