eBayInk<\/a> had an interview with Monroe Labouisse, director of PayPal\u00e2\u20ac\u2122s business on eBay in the US and Canada explain Item holds<\/a>.<\/p>\n

In a very small percentage of cases, eBay asks PayPal to hold a payment in a seller\u00e2\u20ac\u2122s PayPal account for up to 21 days. eBay asks PayPal to do this for a buyer\u00e2\u20ac\u2122s protection when eBay believes the transaction is significantly more likely than the average transaction to be fraudulent or to wind up in a dispute between the buyer and the seller. For example, a relatively new eBay seller who is selling an expensive electronics item may be flagged for an eBay item hold.<\/p><\/blockquote>\n

I’ve never had a problem either as a buyer or seller with holds, but perhaps Scoting items are not a typical problem area.<\/p>\n

PayPal itself says<\/a>:<\/p>\n

PayPal doesn’t hold payments for eBay items if you meet the following:<\/p><\/blockquote>\n

* You have been an eBay member for 6-months or more, and
\n* Your total Feedback score is 100 or greater, and
\n* Your Buyer dissatisfaction percentage** is less than 5%.<\/p>\n

Or<\/p>\n

* Your average DSR is 4.5 or greater and
\n* Your have received 20 or more DSRs in the last 12-months
\n* Your buyer dissatisfaction percentage is less than 5%<\/p><\/blockquote>\n
