Section NE-2D 1985 Conclave

I’m not sure which lodge hosted the 1985 Section NE-2D Conclave. I suspect, based on the design of the patch, that it was Wakanda Lodge #186.  Since Wakanda is the only lodge in the Section with a Bear totem.

There were at least three four items issued for the event, two patches and a two neckerchiefs.

I’m not sure what the reason is the two different border colors.  Can anyone share the reason for the two different border colors?
