Picked this up at the Central New York TOR a couple of weeks ago. The 1999 Section NE-5A was held at Camp Merz and hosted by Ho-Nan-Ne-Ho-Ont Lodge #165.
As far as I know, there was only a single pocket patch issued for the event.
According to the OA Section List, the following lodges were part of NE-5A:
