eBay – Improved PayPal Seller Protection

I’ve written previously on the changes eBay has made, requiring some form of “paperless payment.”  One of the issues some sellers have had with PayPal has been the possibility of charge backs from buyers claiming that they did not receive their merchandise.

No while I believe that this is less of a problems with Scouts and Scouters, it is a major issue in other collectible areas.

eBay and PayPal have addressed this with an updated Seller Protection Policy.

  1. 11.1 What is PayPal seller protection? Protection for Claims, Chargebacks, or Reversals based on the following reasons:
    • Unauthorized Payment
    • Item Not Received

    Seller protection is available for transactions with buyers everywhere PayPal is accepted. Seller protection does not provide protection for Significantly Not as Described (SNAD) Claims, Chargebacks, or Reversals or for items that you deliver in person.

No their is a catch of course:

11.3 What happens when a buyer files a Claim, Chargeback, or Reversal?

PayPal will place a temporary hold on the funds in your account to cover the full amount of the Claim, Chargeback, or Reversal. If PayPal determines that the payment is covered by seller protection, we will release the hold and restore your access to the funds.

What are the requirements:

  • Ship the item to the shipping address on the “Transaction Details” page.
    • You may access the “Transactions Details” page by logging into your PayPal Account, selecting “History” and then selecting “Details” for the transaction.
  • Follow the shipping requirements described below.
  • Respond to PayPal’s requests for documentation and other information in a timely manner.
  • The transaction must be marked eligible or partially eligible for seller protection on the “Transaction Details” page.
    • If it is marked eligible, protection for both Unauthorized Payments and Item Not Received will apply. If it is marked partially eligible, protection for only Item Not Received will apply.
    • Items sold on eBay will be marked eligible even if the shipping address is marked unconfirmed. Generally, items sold on websites other than eBay will be marked eligible if the shipping address is marked confirmed and partially eligible if the shipping address is marked unconfirmed.
  • The item must be a physical, tangible good that can be shipped.
  • Your primary residence, as listed in your PayPal Account, must be in the United States.

There are shipping requirements to be met.

So what is proof of service and proof of delivery? Again we go to the PayPal User Agreement

  1. 11.6 What is “Proof of Shipment”?
    Online or physical documentation from a shipping company that includes all of the following:

    • A status of “shipped” (or equivalent) and the date of shipment.
    • The recipient’s address, showing at least the city/state or zip code (or international equivalent).
    • Official acceptance from the shipping company (for example, a postmark, a receipt, or online tracking information).

    Or, if you have Proof of Delivery then you do not need Proof of Shipment.

  2. 11.7 What is “Proof of Delivery”?
    Online documentation from a shipping company that includes all of the following:

    • A status of “delivered” (or equivalent) and the date of delivery.
    • The recipient’s address, showing at least the city/state or zip code (or international equivalent).
    • Signature Confirmation for transactions that total $ 250 USD or more (see Foreign Currency Equivalents below).

And finally for most of us here is the bottom line:

An improvement for eBay and while I probably won’t use it for small eBay sales, I probably will develop a threshold for using USPS delivery confirmations.

  1. Improvements?

    I don’t see 21-180 days of deliberately withholding users funds at Papal’s “sole discretion”, per Paypal’s User Agreement amendments as “improvements”.

    I also don’t see the new “glitches” (in several countries), which continually block users access to their funds as “improvements”.

    Forcing the vast majority of ebayers to use ONLY Paypal (owned by ebay) is not an “improvement.

    The ONLY improvement will be by way of the removal of CEO, John Donahoe and the reversal of all of Donahoe’s and Meg Whitman’s horrendous “Disruptive Innovation” policies.

    Have you gone MAD ?
    Have they really succeeded in Brain – Washing / Scouring the FREEDOM from your dizzy head ?

  3. While I enjoy the freedom of accepting multiple payment types, I get paid quicker via Payal. Of course I pay for the privilege too.

    Show me another venue with the breadth of buyers in my category and I’ll try it out; until than for beter or worse, I’ll have to play by eBay’s rules.

    I did a post on other auction venues for Scouting collectiblrs, most list in then 10’s not in the 1000’s.
