Section NE-3A Question?

In 1973, the BSA Regions were realigned from 12 to 6. With the region realignment, the old Areas were changed to Sections. Shu Shu Gah Lodge [2], moved from Area 2J to the new Section NE-3A. For the first section conclave a neckerchief was produced with the totems of the lodges in the new section which can be seen below.

There is one glaring exception, the Arrowhead totem for Aquehongian Lodge #112 does not appear on the neckerchief. Does anyone know why the #112 totem does not appear on the neckerchief?
